Self-assessment invoice portal

The Dutch central government aims to make submitting e-invoices as simple as possible. The Netherlands Enterprise Agency (RVO) has developed a self-assessment tool that allows invoice portal providers to determine whether their portal meets the government’s e-invoicing requirements.

The goal is to promote the use of invoice portals as an alternative to the Dutch central government’s Supplier Portal.

RVO offers providers the opportunity to list their portal on this website if they successfully complete the self-assessment. This can help suppliers make an informed decision when choosing the right invoice portal.

How does the self-assessment work?

You complete the questions in the self-assessment. Once finished, you can download the results as a PDF attachment. After submitting the questionnaire, you will receive an email with the results and a link to request publication on this website. This is the website where suppliers to the Dutch central government can find more information about how to send an e-invoice to the government.

Do you not meet the Dutch central government’s requirements?

If your invoice portal does not yet meet all the requirements, you can use the self-assessment results to make improvements. After implementing the necessary changes, you can complete the assessment again to check whether your portal now meets the requirements.

Completed self-assessments are stored for 10 days. While filling out the assessment, you can save your progress and complete it later. Assessments that are not completed are stored for 30 days. After this period, you will need to restart the assessment from the beginning.

Based on this self-assessment, the Netherlands Enterprise Agency (RVO) publishes a list of commercial portals for suppliers to the central government. The aim is to help them find a suitable invoice portal for submitting e-invoices. The questions in the self-assessment have been carefully formulated to be clear and unambiguous. The Dutch central government is not responsible for the accuracy or reliability of the results. Inclusion of an invoice portal on this list does not constitute a substantive or qualitative assessment by RVO. The list is not exhaustive. It only includes (invoice) portals that meet the government’s criteria, have completed the self-assessment, and have submitted their results to RVO for publication.
